Defines "proprietor," "alternative nicotine product," "electronic smoking device," "self-service display," and "tobacco specialty store" (which must derive 75% of revenue from tobacco sales and prohibit unaccompanied minors).

Extends licensing requirements to distributors and dealers selling electronic smoking devices and alternative nicotine products, requiring separate licenses for each outlet or place of business.

Changes liquid nicotine container violations from civil penalties up to $500 to infractions for each separate violation of the statute.
