Requires reclamation of land disturbed by oil and gas construction (well sites, treating plants, saltwater handling facilities, access roads, underground gathering pipelines, and remediation of leaks or spills) to be restored as close as practicable to original condition.

Allows the commission to waive reclamation requirements for sites and access roads with consent of the appropriate government land manager or surface owner after wells are plugged or facilities are decommissioned.

Requires the commission to record documentation of any reclamation waivers with the county recorder in the county where the site or road is located.

Clarifies that the law does not require removal of properly reclaimed reserve pits or properly abandoned underground gathering pipelines.

Requires persons to exhaust all administrative remedies before bringing a legal proceeding under this section.
