Requires persons and measure committees soliciting contributions for statewide initiatives or referendums to file weekly statements with the secretary of state disclosing expenditures exceeding $100, including recipient names, amounts, and dates.

Mandates that contributions of $200 or more in aggregate trigger a filing with the secretary of state within 72 hours, listing the contributor's name and street address.

Prohibits acceptance of contributions exceeding 50% from out-of-state persons and more than 30% from any single individual contributor during any reporting period.

Requires out-of-state contributions over $100 to be accompanied by a certified statement listing names, addresses, occupation, employer, and principal place of business for each individual contributor exceeding $100.

Applies identical contribution and reporting requirements to petition sponsoring committees, including weekly expenditure filings and 72-hour reporting for contributions of $200 or more in aggregate.
