Authorizes the Budget Section of the Legislative Management to hold public hearings on state plans for receipt and expenditure of new or revised block grants from Congress during the period when the legislature is not in session.

Approves the Department of Commerce appropriation bill for community services block grant program money for the period ending September 30, 2019.

Grants authority to the Budget Section to conduct required hearings on additional block grants or federal moneys under the Omnibus Budget Reconciliation Act of 1981 or other relevant federal statutes.

Allows the Budget Section to determine appropriate methods and procedures for providing public notice and holding hearings from the recess or adjournment of the 65th Legislative Assembly through September 30, 2019.
