Senate Concurrent Resolution No. 4014 Summary

• North Dakota's 65th Legislative Assembly supports development of the unmanned aircraft systems industry in North Dakota and nationwide, and congratulates the Federal Aviation Administration for issuing the first Beyond Visual Line of Sight Certificate of Authorization in the United States.

• North Dakota has invested significantly in unmanned aircraft systems infrastructure, including the Northern Plains Unmanned Aircraft Systems Test Site (designated by the FAA in December 2013 and first to conduct flights in May 2014), Grand Sky Business Park, and North Dakota University System programs.

• The state seeks to expand the unmanned aircraft systems industry to support traditional sectors including agriculture, energy, infrastructure, transportation, public safety, and natural resource management.

• The Northern Plains Test Site and FAA have collaborated with Grand Sky and the United States Air Force to develop the first Beyond Visual Line of Sight Certificate of Authorization and seek to implement it for public use.

• The Secretary of State shall forward copies of this resolution to the FAA Administrator and each member of North Dakota's Congressional Delegation.
