Appropriates $28,870,589 in general fund and special fund moneys to the legislative branch for the fiscal period ending June 30, 2021, including $11,190,844 for salaries and wages and $4,405,238 for operating expenses.

Increases legislative compensation effective July 1, 2019 from $177 to $181 per calendar day, and effective July 1, 2020 from $181 to $186 per calendar day for members during sessions and committee meetings.

Increases monthly biennium compensation for members from $495 to $505 effective July 1, 2019, and to $518 effective July 1, 2020; increases leadership stipends from $355 to $362 and to $371 respectively.

Allocates $657,760 in one-time funding for the legislative assembly including $517,760 for computer and iPad replacement, voting system upgrades, and digital signage, and $154,756 for legislative management equipment and conferences.

Grants the director of management and budget authority to transfer appropriations between line items of the legislative branch upon request by legislative leadership, and requires cancellation of unexpended appropriations from prior bienniums.
