Appropriates $110,615,340 in total funds ($107,503,043 general fund) to the judicial branch for the 2019-21 biennium, with $363.00 full-time equivalent positions allocated across the supreme court, district courts, and judicial conduct commission.

Increases annual salaries for supreme court justices to $159,409 through June 30, 2020, and $163,394 thereafter; increases district judge salaries to $146,269 through June 30, 2020, and $149,926 thereafter.

Extends the temporary court of appeals provisions through January 1, 2024, including three-judge panel assignments and compensation of five percent of gross monthly supreme court justice salary for retired judges and lawyers serving on panels.

Allocates $970,000 from the capitol building fund for a one-time supreme court law library remodel in the judicial wing, with legislative intent to retain at least two study rooms for attorneys.

Requires the judicial branch to study the need for one full-time court reporter position per district court judgeship and report findings by December 31, 2020.
