Appropriates $61,494,103 in total funds ($44,295,405 from general fund) to the North Dakota Highway Patrol for the biennium July 1, 2019 through June 30, 2021, reducing full-time equivalent positions from 204 to 197.

Authorizes the Highway Patrol Superintendent to permit non-members to participate in job shadowing activities including ride-alongs with officers, operating patrol vehicles on closed courses, and firing highway patrol firearms at training facilities.

Allocates $7,204,043 from the state highway tax distribution fund and $3,356,069 from the motor carrier electronic permit transaction fund for Highway Patrol expenses during the 2019-21 biennium.

Provides each patrol officer up to $200 per month as payment in lieu of meal and expense reimbursements (excluding lodging) while in travel status within North Dakota.

Requires the Highway Patrol to develop and report relocation alternatives for the law enforcement training academy's housing and classroom portions during the 2019-20 interim, including facility locations, capacity evaluation, and cost estimates.
