Appropriates $10,458,401 from special funds to the commissioner of university and school lands for the 2019-21 biennium, including $5,725,379 for salaries and wages, $2,633,022 for operating expenses, and $2,000,000 for grants.

Distributes $388,526,000 from permanent funds to state institutions during the 2019-21 biennium, with $366,756,000 to common schools and smaller amounts to universities, colleges, and state facilities.

Transfers $2,000,000 from the strategic investment and improvements fund to the oil and gas impact grant fund for grants to political subdivisions impacted by oil and gas development.

Requires the commissioner to prepare annual investment performance reports comparable to those prepared by the state investment board, including details on management fees, advisory fees, and transaction costs.

Repeals section 57-51-15.1 relating to the energy impact fund effective June 30, 2021, with unexpended funds transferred to the oil and gas impact grant fund.
