Appropriates $271,633,965 in total funds ($229,678,076 from general fund) to the Department of Corrections and Rehabilitation for the 2019-21 biennium, including $18.6 million for adult services enhancements and $1.5 million for youth services enhancements.

Establishes a pretrial services pilot program in three judicial districts with $755,034 and seven full-time positions, requiring collaboration between the Department of Corrections and Rehabilitation, judicial branch, and county/regional corrections to develop guidelines for felony and misdemeanor cases.

Amends North Dakota Century Code to allow disclosure of medical, psychological, and treatment records to specified facilities and programs without prior court approval for individuals in the custody or supervision of the adult services division.

Authorizes the Department of Human Services to convey ownership of the Tompkins building (building 2404) and surrounding property on the state hospital grounds to the Department of Corrections and Rehabilitation.

Creates a legislative management committee of six members (three representatives, three senators) to conduct a comprehensive study during 2019-20 interim examining gender-responsive facilities, facility assessments at three correctional centers, and vocational/educational/medical services, with $400,000 allocated for consultant services.
