Appropriates $65,686,194 in total funds to Job Service North Dakota for the biennium July 1, 2019 through June 30, 2021, consisting of $30,572,221 for salaries and wages, $17,840,895 for operating expenses, $6,166,112 for grants, $11,086,966 for Reed Act unemployment insurance computer modernization, and $20,000 for capital assets.

Provides $430,624 from the general fund with remaining funds sourced from federal funds and other income, with estimated income of $65,255,570.

Allocates $11,086,966 in federal Reed Act funds from distributions made in federal fiscal years 1957, 1958, 1999, and 2002 for developing a modernized unemployment insurance computer system.

Includes $611,852 in one-time funding for the 2019-21 biennium unemployment insurance modernization project, which will not be part of the entity's base budget for the 2021-23 biennium.

Limits Job Service North Dakota to awarding no more than $2,500,000 for new agreements related to the new jobs training program under chapter 52-02.1 during the 2019-21 biennium.
