Appropriates $54,768,109 in total funds ($40,064,988 from general fund) to the state board for career and technical education for the biennium July 1, 2019 through June 30, 2021.

Allocates funds across multiple categories including salaries and wages ($4,812,765), operating expenses ($2,357,796), secondary grants ($24,587,780), postsecondary grants ($256,982), adult farm management ($1,894,249), workforce training ($2,000,000), and center for distance education ($9,351,188).

Authorizes 52.30 full-time equivalent positions for the state board.

Directs the center for distance education to develop a fee structure during the 2019-20 interim to become self-sustaining beginning July 1, 2021, with $102,759 limited to new enrollments during the 2019-21 biennium.

Requires the department of career and technical education to report to the sixty-seventh legislative assembly's appropriations committees on the development of the new center for distance education fee structure.
