Appropriates $58,714,496 total funds to the Department of Environmental Quality for the 2019-21 biennium, including salaries, operating expenses, capital assets, and grants, with 165.50 full-time equivalent positions.

Transfers boiler inspection program administration from the State Fire Marshal (chapter 26.1-22.1) to the Department of Environmental Quality, effective July 1, 2020, with boiler inspection fees deposited into the Department's operating fund.

Amends petroleum tank release compensation fund provisions to replace references to "administrator" with "department" throughout chapter 23.1-12, consolidating administration under the Department of Environmental Quality.

Establishes new chapter 23.1-16 creating comprehensive boiler inspection regulatory framework including chief boiler inspector qualifications, inspection procedures, certificate requirements, and penalties for operating boilers without valid certificates.

Requires Department to evaluate boiler inspection program during 2019-20 interim, develop a fee plan to meet expenses, and report to Legislative Management by June 30, 2020.
