Amends North Dakota Century Code section 16.1-06-09 to require fiscal impact statements on ballots for constitutional amendments, initiated measures, and referred measures.

Mandates the Secretary of State print a statement of estimated fiscal impact and a concise statement explaining the effect of affirmative or negative votes for each measure on the ballot.

Requires the Secretary of State to consult with the Attorney General when drafting summaries and fiscal impact statements if measures are too long to print in full.

Establishes ballot ordering requirements: constitutional measures first, initiated statutes second, and referred statutes third, with measures submitted by the legislative assembly placed first within their classification.

Passed by the House 62-28 (4 absent) and the Senate 34-11 (1 absent) during the 66th Legislative Assembly regular session beginning January 3, 2019.
