Allows individuals with a valid concealed weapons license or reciprocal authorization to carry firearms or dangerous weapons in church buildings or other places of worship if approved by a primary religious leader or governing body of the facility.

Prohibits churches and places of worship from being held liable for any injury, death, or property damage caused by individuals permitted to carry concealed firearms or dangerous weapons under this law.

Establishes eligibility requirement for class 2 firearm and dangerous weapon licenses requiring possession of a valid driver's license or nondriver identification card from the department of transportation for at least one year.

Passed the House with a vote of 91-0-3 and the Senate with a vote of 42-3-2.

Declared an emergency measure.
