Amends section 37-07.1-05 to require national guard members to request tuition fee waivers on an application provided by the adjutant general rather than obtaining a certificate and presenting it to the school directly.

Requires the waiver application to be completed at the time of enrollment for each semester or academic term for which a waiver is requested, or upon initial appointment into the national guard.

Amends section 37-07.2-03 to require national guard members to request grants on an application provided by the adjutant general, completed at the time of enrollment for each semester or academic term or upon initial appointment.

Specifies that grants must be paid from funds appropriated for tuition payment purposes in accordance with chapter 37-07.1.

Declares the Act to be an emergency measure.
