Changes the timing of Workforce Safety and Insurance board member terms to begin on January first of each even-numbered year instead of odd-numbered years.

Requires departing employer representatives to be replaced by representatives from employers in different rate classifications.

Maintains the governor's appointment power while requiring candidates to be selected from lists submitted by industry groups (employers), organized labor, the North Dakota Medical Association, and other designated entities.

Allows the governor 30 days to reject candidate lists and request resubmission if dissatisfied.

Applies to board members appointed or reappointed after July 31, 2019, with one-year term extensions for members whose terms end on December 31, 2020 or December 31, 2022 to transition all terms to even-numbered years.
