Amends North Dakota Century Code section 54-61-04 to clarify confidentiality rules for files, records, and information held by the Commission on Legal Counsel for Indigents.

Establishes that attorney work-product and attorney-client privileged information may only be disclosed by court order or applicable discovery rules, unless shared with the represented party, the attorney who provided representation, or newly assigned counsel with the party's consent.

Designates all other case-related records as exempt from disclosure except as provided in rules adopted by the commission.

Makes information and records related to allegations of attorney misconduct exempt from disclosure unless and until the matter is referred for formal disposition under Supreme Court rules.

Passed with overwhelming bipartisan support: House vote 86-0 (8 absent), Senate vote 45-0 (2 absent).
