Creates a new section prohibiting massage therapists from using, applying, or dispensing any prescription medication, prescription device, or usable marijuana during massage services.

Amends board composition requirements to clarify that three licensed massage therapist members must work at least 500 hours annually in the state for the previous three years and limits board members to two consecutive full terms with a three-year waiting period before reappointment.

Modifies application procedures requiring applicants to complete applications within six months of initial filing, with board authority to destroy incomplete applications and supporting records unless medical or other hardship justifies an extension.

Adjusts continuing education requirements by clarifying that renewal hours must relate to massage and specifies that therapists with 15+ years of active practice need only six hours every two years, while those with 25+ years need only three hours every two years.

Changes reciprocal licensure standards for out-of-state massage therapists to require evidence they were licensed for at least two of the last three years, replacing the previous "actively practiced" standard.
