Amends surplus lines insurance reporting requirements to establish quarterly filing deadlines (March 1, June 1, September 1, December 1) rather than 60-day requirements for placement reports and related documents.

Replaces "affidavit" terminology with "signed diligent search statement" throughout the surplus lines insurance code sections.

Exempts exempt commercial purchasers from due diligence search requirements if the surplus lines producer discloses that admitted market insurance may be available and the purchaser requests nonadmitted coverage in writing.

Requires surplus lines producers to allocate premium taxes by state in their reports and maintain records showing tax allocation details for properties and risks located in different states.

Establishes penalties of up to $25 per day (not exceeding $500) for failure to file required reports, statements, endorsements, and annual tax statements by the specified deadlines.
