Amends North Dakota Century Code to clarify that nonpublic schools and state schools with superintendents appointed by or reporting to the superintendent of public instruction are responsible for paying costs associated with criminal history record checks for employees and final applicants.

Creates new authority for the School for the Blind to require employees, final applicants for employment, and individuals providing services to submit to statewide and nationwide criminal history record checks conducted in the manner specified in section 12-60-24.

Creates new authority for the School for the Deaf to require employees, final applicants for employment, and individuals providing services to submit to statewide and nationwide criminal history record checks conducted in the manner specified in section 12-60-24.

Permits the School for the Blind and School for the Deaf to assess all costs associated with obtaining criminal history record checks to the individual upon whom the check is conducted.

Passed by House vote of 63-28 and Senate vote of 42-3.
