Creates a separate registration renewal cycle for motorcycles with an expiration date of March 31st and renewal taking effect April 1st, instead of the December 31st expiration used for other vehicles.

Allows the Department of Transportation to prorate initial motorcycle registration fees when a motorcycle first becomes subject to registration outside the standard renewal period.

Establishes a flat motorcycle registration fee of $15 annually, with an additional $10 motorcycle safety education fee required at the time of registration.

Amends general vehicle registration provisions to reference the new motorcycle-specific renewal statute and clarify that motorcycles are subject to monthly fee proration when first registered during the registration period.
