Expands the definition of "volunteer emergency responder" to include volunteer members of the North Dakota Army National Guard or Air National Guard of any state, not just North Dakota.

Adds civil air patrol volunteer civilian members to the definition of "volunteer emergency responder."

Protects volunteer emergency responders from employment discrimination if absent or tardy for up to 20 regular working days per calendar year due to emergency responder service.

Exempts involuntarily activated North Dakota National Guard members from the 20-day absence limit, providing them unlimited protection from employment discrimination.
