Amends section 12.1-30-04 of the North Dakota Century Code to prohibit retail businesses from being required to open on Sunday as part of lease agreements, franchise agreements, or other contractual arrangements entered and executed before January 1, 2019.

Establishes violation of the retail business Sunday opening requirement as a class A misdemeanor offense.

Repeals sections 12.1-30-01, 12.1-30-02, and 12.1-30-03 of the North Dakota Century Code, which previously contained Sunday closing law provisions.

Passed with bipartisan support: House vote 56-35-3 and Senate vote 25-21-0.
