Requires the Department of Human Services to establish programs in all human service regions providing out-of-home treatment services for Medicaid-eligible children with serious emotional disorders.

Prohibits the department from requiring parents or legal guardians to transfer legal custody of a child solely to obtain emotional or behavioral treatment services.

Allows the department to establish a prevention program for Medicaid-eligible children with behavior health conditions as defined in the Diagnostic and Statistical Manual of Mental Disorders, fifth edition (2013).

Establishes a voucher system to address gaps in substance abuse treatment, covering services from private licensed treatment programs, hospitals, and medical clinics that provide medical management of withdrawal.

Requires programs accepting vouchers to collect and report process and outcome measures, comply with department requirements, and provide evidence-based services aligned with American Society of Addiction Medicine standards.
