Creates chapter 31-15 of the North Dakota Century Code establishing the Uniform Unsworn Domestic Declarations Act, allowing unsworn declarations to have the same legal effect as sworn declarations when made under penalty of perjury.

Amends the perjury statute to include false statements made in accordance with chapters 31-14 and 31-15, making false unsworn declarations subject to perjury charges.

Requires unsworn declarations to be made by declarants physically located within the United States boundaries and must substantially follow a specified form stating "I declare, under penalty of perjury under the law of North Dakota, that the foregoing is true and correct."

Excludes certain documents from the unsworn declaration provisions, including depositions, oaths of office, oaths required before specified officials, real estate recording documents, and oaths required by section 30.1-08-04.
