Adopts the Revised Uniform Law on Notarial Acts in North Dakota by creating section 44-06.1-13.1 and amending sections 11-18-15, 44-06.1-01, 44-06.1-03, 44-06.1-18, and 47-19-26 of the North Dakota Century Code.

Allows notary publics to perform notarial acts for remotely located individuals using communication technology (electronic devices allowing simultaneous sight and sound communication) if identity is verified through personal knowledge, credible witness testimony, or at least two types of identity proofing.

Requires creation and retention of audiovisual recordings of remote notarial acts for at least ten years and mandates that notary publics maintain journals documenting all notarial acts performed for remotely located individuals for ten years.

Permits notary publics to select tamper-evident technologies for electronic records and requires notification to the secretary of state before performing initial notarial acts with remote individuals or electronic records.

Allows recorders to accept tangible copies of electronic records containing notarial certificates as satisfying original record requirements if the notarial officer certifies the copy is accurate.
