Changes the definition of marijuana to exclude resin extracted from mature stalks and specifically excludes hemp as defined in title 4.1.

Adds numerous fentanyl derivatives and synthetic cannabinoids to Schedule I controlled substances, including specific examples like Acetyl-alpha-methylfentanyl, Furanyl Fentanyl, and various indole-based synthetic cannabinoids.

Moves gamma-hydroxybutyric acid from Schedule I to Schedule III and adds new depressants including Ketamine, Lysergic acid, and Sativex.

Adds several new Schedule IV substances including FDA-approved cannabidiol drugs with no more than 0.1% residual tetrahydrocannabinols, Gabapentin, Pregabalin, Brivaracetam, and Lacosamide.

Declared an emergency measure upon passage.
