Amends section 15.1-27-16 of the North Dakota Century Code regarding per student payments for cooperating school districts.

Requires the superintendent of public instruction to create a separate weighting factor allowing cooperating districts to receive payment rates equivalent to what each would have received without the cooperative plan, for a period of four years.

Specifies the weighting factor must be computed to four decimal places and remains effective for the duration of the cooperative plan.

Prohibits school districts cooperating under an approved plan and located in the same city from being required to provide unduplicated grade level services or share administrative personnel.

Declares the act to be an emergency measure.
