Amends North Dakota Century Code section 23-09.3-08.1 to allow basic care facilities to retain residents requiring end-of-life services if the facility provides appropriate support through family, designees, volunteers, or staff.

Permits facilities, individuals, or their designees to contract with hospice agencies or other persons to meet end-of-life care needs.

Maintains that basic care facilities remain responsible for the care and services of all residents, regardless of end-of-life service arrangements.

Establishes that residents must meet national fire protection association 101 life safety code requirements and the facility must provide services to maintain the individual at their highest practicable level of functioning.
