Modifies requirements for mobility-impaired parking spaces to require only two of three criteria: blue paint on curb/edge, international symbol of accessibility sign, or notice of $100 nonmoving violation penalty.

Allows temporary accessible parking spaces for events if marked with sign or other suitable means and bearing the international symbol of accessibility at least four hours before the event.

Requires signs for mobility-impaired parking spaces (except temporary ones) to be immovable.

Authorizes law enforcement officers to enforce mobility-impaired parking regulations in any public or private parking lot or facility.

Issues special license plates marked with the international symbol of accessibility to motor vehicle owners possessing a parking certificate for mobility-impaired individuals.
