Amends section 26.1-02-30 to reclassify personal, financial, and health information related to consumer assistance requests as confidential records rather than exempt records.

Creates new section 26.1-02-31 establishing that documents, materials, and information provided to the insurance commissioner in response to consumer assistance requests or complaints are confidential and not subject to public records law, subpoenas, or discovery requests.

Exempts from confidentiality restrictions the name of regulated entities that are subjects of complaints or inquiries, allowing such names to be disclosed.

Permits the commissioner to disclose the subject matter of assistance requests or complaints, provide general descriptions of disposition, and use information for regulatory or legal actions within official duties.

Preserves existing privilege or claim of confidentiality in documents disclosed to the commissioner, preventing waiver of confidentiality protections.
