Adds a new section to chapter 26.1-02 of the North Dakota Century Code establishing rules for interpreting the state's insurance laws.

Requires persons, including state courts, to apply the U.S. Constitution, North Dakota Constitution, state code, and common law when interpreting insurance law.

Prohibits applying, giving weight to, or recognizing the American Law Institute's "Restatement of the Law, Liability Insurance" as an authoritative reference for interpreting North Dakota insurance laws, rules, and principles.
