Prohibits intentional or knowing manufacture, import, installation, distribution, sale, or offer for sale of counterfeit supplemental restraint system components or nonfunctional airbags that do not meet federal motor vehicle safety standards.

Defines "nonfunctional airbag" as replacement airbags that are previously deployed or damaged, have electrical faults detectable by vehicle diagnostics, include components designed to mislead owners about functionality, or are subject to federal prohibitions under 49 U.S.C. 30120(j).

Prohibits selling, installing, or reinstalling devices that disable a motor vehicle's diagnostic warning systems when equipped with counterfeit or nonfunctional airbags.

Exempts motor vehicle dealers, repair facilities, manufacturers, and other entities from prohibitions when collecting and disposing of used or recalled supplemental restraint system components in accordance with federal law.

Establishes violation of these prohibitions as a class A misdemeanor offense.
