Requires landlords to deposit tenant security deposits in federally insured interest-bearing savings or checking accounts for the tenant's benefit.

Limits security deposits to one month's rent as the general rule.

Allows landlords to collect up to two months' rent as security from individuals convicted of a felony offenses as an incentive to rent the property.

Allows landlords to collect up to two months' rent as security from individuals with a judgment entered against them for violating terms of a previous rental agreement.

Requires security deposits and accrued interest to be returned to the lessee upon lease termination, subject to subsection 2 conditions.
