Prohibits knowingly transmitting misleading or inaccurate caller identification information with intent to defraud or cause harm, or using a telephone number without ownership or consent.

Exempts caller identification blocking, law enforcement agencies, federal intelligence agencies, telecommunications service providers acting as intermediaries, court-authorized caller manipulation, and calls to recipients reasonably believed to be outside the state.

Allows call recipients to bring civil actions for damages of at least $5,000 to $10,000 per violation, whichever is greater, plus court costs and reasonable attorney's fees, with each call constituting a separate violation.

Classifies violations as Class A misdemeanor with venue in the county where the call recipient received or resides in the call.

Defines "call," "caller," "defraud," and "telephone caller identification system" for purposes of the statute.
