• Changes the penalty for knowingly possessing a firearm or dangerous weapon at public gatherings (athletic/sporting events, schools, churches, publicly owned or operated buildings) from a class B misdemeanor to an infraction.

• Changes the penalty for carrying a loaded firearm in motor vehicles, off-highway vehicles, or snowmobiles from a class B misdemeanor to an infraction, while maintaining existing exceptions for armed forces members, law enforcement, concealed weapons license holders, hunters, security personnel, and those with special permits.

• Extends the loaded firearm prohibition in vehicles to apply to projectile devices that use voltage or can apply multiple voltage applications during a single incident in alcoholic beverage establishments.
