Modifies wind turbine setback requirements by changing the minimum distance from a nonparticipating landowner's property line from "one" to "one and two-tenths times" the height of the turbine.

Maintains the requirement that wind turbines must be located less than three times the turbine height or more from an inhabited rural residence of a nonparticipating landowner.

Allows the commission to grant a variance to reduce setback requirements if the permittee, nonparticipating landowner, and affected parties with wind rights file a written agreement expressing unanimous support.

Preserves local zoning authorities' ability to require setback distances greater than those mandated by state law.

Applies only to wind energy projects receiving a certificate of site compatibility after August 1, 2019.
