Requires continuing education focused on custody issues for licensees who conduct abuse and neglect assessments under chapter 50-25.1

Clarifies the department is responsible for ensuring law and department policy are followed in determining whether services are required, regardless of whether an authorized agent is used

Establishes a grievance procedure with a clear chain of command reporting protocol to state level and requires the department to make subjects whole (including reimbursement of expenses) if a grievance establishes non-conformance with department policy or reckless disregard

Provides an expedited appeal process that allows the department to suspend services during non-emergency appeals and requires reimbursement of expenses and lost earnings if the appeal determines services were not required

Elevates false reports made to law enforcement from class B misdemeanor to class A misdemeanor and expands civil liability for false reports to include both compensatory and exemplary damages
