Directs the Department of Human Services to deposit 60 percent of excess federal funding from care coordination agreements into the tribal health care coordination fund and 40 percent into the general fund

Establishes that tribal governments receiving distributions must use funds for health-related purposes including population health programs, marketing, or community health representative services, but may not use funds for capital construction, stipends, or services covered by other payers

Requires tribal governments to submit annual reports detailing fund use and biennial independent audits, with the department withholding distributions for non-compliance or misuse of funds

Directs the Department of Human Services to provide the legislative management with a biennial report before August of each even-numbered year summarizing tribal government use of distributed funds
