Creates new section in North Dakota Century Code chapter 51-07 establishing that autonomous vehicle owners own all data and information stored by or gathered through use of their vehicles.

Defines "autonomous vehicle" as a motor vehicle using autonomous technology to eliminate the human operator.

Permits manufacturers, insurers, and sellers to share nonidentifying aggregate vehicle data (nonpersonalized information about owner, operator, or vehicle).

Requires manufacturers, insurers, and sellers to obtain owner consent or court order before sharing identifying or personalized data collected by autonomous vehicles.
