Amends North Dakota Century Code section 37-17.1-22 to modify procedures for state disaster and emergency response and recovery cost reimbursement.

Changes the governor's authority from "shall make application" to "may apply" to the state emergency commission for disaster recovery grant funds.

Changes the emergency commission's mandatory duty from "immediately shall grant" to "may grant" funds up to the amount certified by the governor in the application.

Maintains that receipt of the governor's application creates a conclusive presumption that a disaster or emergency exists under state law.

Passed with strong bipartisan support: House vote 90-0 (4 absent), Senate vote 47-0 (0 absent).
