Creates a teacher reimbursement program administered by the superintendent of public instruction to reimburse teachers for out-of-pocket expenses on school supplies and necessary items.

Allows teachers to submit receipts to their employing school district for up to $200 per school year in out-of-pocket expenses not otherwise provided by the district.

Requires school districts to reimburse eligible teachers and then submit receipts to the department of public instruction for reimbursement from the teacher reimbursement fund.

Excludes out-of-pocket expenses for electronic devices and computers from the reimbursement program.

Appropriates $500,000 from the general fund to the teacher reimbursement fund and $500,000 from the teacher reimbursement fund to the department of public instruction for the 2019-2021 biennium.
