Creates a new cosmetology apprenticeship program allowing individuals at least 17 years old to register as apprentice cosmetologists, estheticians, or manicurists with board-approved salons.

Limits apprenticeships to maximum 1,800 hours of training and restricts salons to no more than four apprentices with no more than two per instructor at any one time.

Requires apprenticeship programs to use board-approved curriculum and textbooks with practice conducted under constant supervision and direction of a board-approved instructor.

Allows applicants to qualify for cosmetologist licensure by completing training either in a school of cosmetology or through an apprenticeship program.

Updates definitions throughout chapter 43-11 to use consistent terminology ("individual" instead of "person") and establishes a $15.00 registration fee for apprentice certificates.
