Creates new authority for North Dakota highway patrol to exercise general police powers over any law violation on public or private property when requested by another law enforcement agency.

Modifies existing authority to allow highway patrol to exercise general police powers over violations of law committed in their presence anywhere, not just limited to highways and highway rights of way, or when pursuing actual or suspected law violators.

Expands highway patrol's peace officer powers to respond to emergency assistance calls requiring immediate response regardless of whether the request comes from another law enforcement agency or officer.

Requires highway patrol to provide notification to the local law enforcement agency having primary jurisdiction following emergency assistance calls that occur outside state-owned or state-leased property, highways, or highway rights of way.
