School districts may exercise sole control over kindergarten through grade twelve supervision, development, instruction, course content standards, required instruction, instructional time, assessments, attendance, and graduation requirements, with exemption from specified state education code sections.

School districts may control negotiation, employment, termination, licensing, and credentialing of teachers and ancillary staff, with exemption from chapters 15.1-13, 15.1-18, and 15.1-18.1.

School districts may establish and adopt student discipline and safety policies, with exemption from chapter 15.1-19.

Local control authority applies if the school board votes by majority to determine local control is in the best interest of students, or if a petition signed by at least 33 percent of qualified electors who voted in the most recent school district election triggers a special election where voters approve local control by majority vote.
