Amends North Dakota Century Code section 54-06-37 to define "airworthy" as an aircraft that conforms to its type design and is in condition for safe operation.

Requires state agencies to obtain specific authorization from the legislative assembly or budget section before purchasing or leasing manned aircraft, except in emergency circumstances.

Permits state agencies to lease a manned aircraft without prior approval during emergencies when their currently owned or leased aircraft is not airworthy, with the emergency lease limited to the period until the aircraft becomes airworthy again.

Allows state agencies to purchase replacement aircraft with insurance proceeds alone without approval; if replacement cost exceeds insurance proceeds, legislative or budget section authorization is required.

Exempts aircraft purchases and leases by the office of the adjutant general and the University of North Dakota school of aviation from these approval requirements.
