Amends North Dakota Century Code to define "federal agent" to include employees of FBI, DEA, ATF, Homeland Security Investigations, Bureau of Indian Affairs Police, and U.S. Customs and Border Protection who are authorized to carry firearms and make arrests.

Grants federal agents the same authority and immunity as state peace officers when making arrests for nonfederal crimes if they have reasonable grounds to believe a felony was committed, are assisting a peace officer in an emergency, or are working on a task force with North Dakota peace officers.

Requires any agreements between public agencies and tribal governments relating to reciprocal jurisdiction to be made pursuant to chapter 54-40.2.

Expands Section 29-06-15 to allow federal agents to make arrests without a warrant under the same circumstances as law enforcement officers, including for crimes committed in their presence, felonies, and when reasonable cause exists to believe a felony was committed.
