Creates a new reporting requirement for the workforce safety and insurance organization to annually report to legislative management on the status of current and completed pilot programs from the previous twelve months.

Requires each annual report to include a summary of findings, recommendations, and any legislation needed to implement recommendations for each pilot program.

Amends section 65-05.1-06.3 to allow pilot programs addressing vocational, medical, psychological, economic, and social rehabilitation services with the goal of improving outcomes and returning injured employees to substantial gainful employment.

Permits pilot programs to include collaborative efforts with injured employees, return-to-work trial periods with suspended cash benefits, intensive job search assistance, and coordination with public and private entities including job service North Dakota, department of human services, and North Dakota university system.

Passed the House 93-0 and Senate 44-0 during the 2019 regular session.
