Increases maximum fine for city ordinance violations from $1,500 to $1,500 and imprisonment from 30 days, maintaining existing limits for violations involving shoplifting, vandalism, criminal mischief, or malicious mischief, and federal wastewater treatment requirements.

Extends municipal court jurisdiction limits for DUI-related offenses (section 39-08-01 violations) by changing the prior conviction lookback period from 5 years to 7 years for two prior convictions and from 7 years to 15 years for three prior convictions, requiring dismissal and transfer to district court when thresholds are met.

Requires municipal judges to dismiss charges without prejudice and redirect to district court when they have notice of qualifying prior DUI convictions within the specified timeframes.

Modifies section 40-18-14 to clarify that municipal judges "may" enforce orders and judgments, maintains maximum contempt penalties at $1,500 fine and 30 days imprisonment.

Passed with overwhelming bipartisan support in both chambers: House 92-0 (2 absent) and Senate 45-0 (2 absent).
